MEXICO - PREDICTION OF T.P.M. DELIVERIES
I refer to Paul Gannaway's note of the 18th May, and
to a 'phone call from Dr. S.J. Green (taken by K.D.K.) on
the 3rd June, asking for information relating petrol ether
extractable content of tobacco with T.P.M. delivery.
You %sill remember that we had lengthy discussions
last year on the possibility of predicting smoke deliveries
from simple measurements ~zhich do not involve the
manufacture of cigarettes, bi~y note of the 24th August,
1970 (File 46C) refers to this %~lhole subject. Canada and
Hamburg both maintain that it is necessary to smoke
cigarettes made from the individual grades in a blend in
order to control deliveries of that blend. Leaf Department,
Millbank, after consultation with R. a D.E., have now
decided to do the same (Project
Predichion of T.P.M./nicotine ~atios (.as distinct from
absolute deliveries) does appear to be possible - within
limits. I.T.G., Bristol, assert that both nicotine content
and petrol ether extractable content of tobacco are useful
in making such predictions (sec DGF/VC/45D of 2@th July,
1966, and DJW/JP/46C of 22nd October: 1970). N. & D.E., on
the other hand, find that better predictions result when
these are based solely on ti%e %obacco nicotine content
(see Report No. L.256-R and Memo DEC/YP/I of 19th March, 1971).
