Information Toolset Evaluation
Backgrou n d
Projects SMART and Quantum have identified a broad range of business requirements.
These requirements reflect a level of ambition that is inherently part of the Battalion
vision. Different sets of requirements are likely to be satisfied by best of breed
packages and/or appropriate toolsets. Occasionally business needs may demand
bespoke development with a combination of packages and tools exchanging data.
Importantly these solutions will be targeted at users within BAT's end markets. They
will need to coexist and be supported by an IT infrastructure that addresses the needs
of Trade and Consumer marketing, and in support of effective decision making both in
the end market and elsewhere.
Both SMART and Quantum have requirements that call for the adoption of similar
technology. Rather than proceed on the basis that each have independent needs and
recognising that both initiatives are the subject of business case reviews in terms of
future direction both projects wish to undertake a joint approach to the review,
evaluation and initial selection of tools and packages.
At this stage it is not proposed to undertake a detailed evaluation but rather to use the
time available to inform decisions that will be required during the next stage of both
projects. The emphasis will be 'fast path'. Recommendations will be produced that will
identif3, the need for more detailed evaluation work.
SMART is proposing the piloting of a performance measurement application and needs
to identify suitable packages and/or toolset to build a working prototype for use in the
end market. The needs of Quantum are equally vital but will be considered in more
detail during the analysis stage that is expected to start in November.
From a company standpoint it is vital that the needs of both work streams are linked if
the overall architecture is to contain minimum diversity, be successfully integrated and
global support provided. These needs will exist within and between locations that need
to work together to make decisions in a pre and post Battaiion organisation.
Approach
Step 1
Set up project, book people's time and agree project charter.
Step 2
Establish selection criteria and the range of package and toolset
requirements. Criteria to include end user, application, administration,
techn2cal and support.
Step 3
Conduct software review, including visits from/to suppliers
Step 4
Pre-select solutions
Step 5
Evaluate Solutions

Step 6
Make recommendations for next steps.
Expected time to complete fast path evaluation project is 7 elapsed weeks.
The project requires people with the following sElls/experience:
Expert user able to represent the world of Trade and Consumer marketing,
manage the suppliers(able to answer reasonable questions, know what questions to ask
of the supplier). Expected level of input 14 days. Julie Christie from PA Consulting is
proposed for this role.
Technical architect able to evaluate the technology fit with other infrastructure
components, based on an appreciation of the business requirements. Expected level of
input 8 days. Mark Cashen or equivalent who has knowledge of the plans for global
IT infrastructure. In addition input from support will be sought to ensure that relevant
support issues are considered during the evaluation stage.
Practicianors with business application knowledge and experience of appropriate tools
to contribute to the evaluation and recommendations. Preferable to include business
analysts who will be expected to work with a defined range of tools/packages to
deliver solutions. Expected level of input 6 days. Mark Summerville(Quantum)and
Lajja Merchant(SMART) are proposed for these roles. John Harris and Mark
Newman will also contribute to evaluation ofpre-selected solutions.
Business Sponsorship is proposed to be Rob Ferris and Paul Bingham who will be
presented with the recommendations.
Overall project management is with John Harris.

External consultant £12 600
Internal effort is expected to be 5 man weeks at a cost of£8 750
Total expected costs £21 350
Agreed with Paul Bingham that funds for Brand Launch Modification system solution
be reallocated to fund this project.
