July 24, 1968 Proposed Special Project for A. D. Little and Kens].er to Do a Crash Analysis (Statistical, etc.) of the • ~ 1968~.~EWRe"o[t~-~ This was p~esonted by Hardy at the July 23, 1968 meeting of counsol in Washington. I spoke to Janet Brown about this on July 24. The net of that discussion was that the last materla] that we had Kensler and A. D. Little prepare was not in usable form. It was entirely too complicated. Janet also feels that A. D. Little has a built-ln bias reflecting an ocean that smoking is somehow related to disease. I have an uncomfortable feeling that the work that they have done for Liggett & Myers and may be doing for them could color their views. It would seem to me and it seems to Janet that if we have to have someone do something 1lke this It would better be some other organl- zatlon. As a matter of fact, Janet observes that with the help of the 31 people the Ad Hoc lawyers should be able to do thi~. Under the circumstances I decided not to go ahead with pa~t~clpatlon ~n this proposal. I was unable to reach Dave }~ardy and spoke instead to Bill Shlnn. Bill Shlnn said that he would pass on my decision to Dave Hardy and that perhaps Dave would then call me. Cyril F. lletsko Copies for, Little Special P~Ject 1968 HEW Reportg
