Enclosed is a proposal, budget and budget ex-
planation from Drs. Alfred M. Freedman and Richard Brotman,
together with their curricula vitae and bibliographies.
The budget is for the first year and, we understand the
proposal is for a two year period; thus, the total cost
for the two years would be $400,000.
Janet Brown, Bill Shinn and I have discussed
this proposal with them. We recommend, its approval. We
are prepared to d;iscuss it further with each of you in-
dividually or as you may see fit.
We are advised, that for planning purposes, in-
eluding personal commitments, Drs. Freedman and Brotman
need to know before the year's end whether this will go
forward. Accordingly, we would appreciate a decision by
early December.
