This will be a quick fix on PR activities on 5he four major
issues--taxes, environmental smoke, fire prevention and
advertising defense. Also, a few words on general ooaii~ions,
media relations and a couple of bits of miscellany.
The tax issue--quadruple threat--earmarking, sunset, federal
increases over the present ra~e, state increases.
Ne've got 42 economists in universities in spades represented by
members of Nays and Means or Finance, or rated as priority for
~ax increase action. They"ll testify as needed in WashingDon or
state capitals. They're furnishing op-ed articles on tax policy
for the leading papers in their s~ates. ~e'il merchandise those
pieces to legislators.
N~'ve worked out with a key member of the medicare financing
advisory commission--Sam Howard, v.p. of Health Corporation of
America, a reversal of course on earmarking 5obacco revenue for
Medicare. He now finds no shorDage in Medicare for ~he near term
and says cosD conDainment is the betDer way ~o go. H~ wrote Dhis
iz a letter ~o Dhe New England Journal and in an article he

Completed or in progress we have surveys on economic impact of
smoking restrictions in New Jersey, New York City, Philadelphia,
Maine, New York State, Pennsylvania and Florida.
~e've approved a Police Executive Research Forum proposal for a
pilot study of police atDitudes toward enforcement of minor
ordinances; results by She end of nex5 month.
~e're finishing a plan to ta~e our workplace s~ory to employers
through business groups, Chambers of Commerce and trade
associations. We hope ~o make the Atlanta Chamber--relatively
neutral territory--our firs~ hit as soon as we can. This is our
projsc~ to offset the employer workshops being staged by the
antis.
Our fire prevention education activity has a lower priority now,
while the federal stud7 commission wends iDs way. But we ar~
keeping a strong hand in, both in ~he public in~eres~ and ~o keep
against fubure need the very good will we have earned in the fire
communiDy.
Our maDeriai to help communities evaluate Dhe effectiveness of
their fire prevention edu=ati~ programs is ~eariy on iin~, as w~
cooperate wi+~h the Foundation for Fire SafeDy in 5his project.

The smoke de~ec%cr promotion ma~eriai we're producing for the
fire safe57 instructors' organization is also abou~ ready. The
second ins~allmen~ of ~he international fire ra~e s~udy which we
supported is now in wide distribution. I~'s already being
applauded by fire officials nationwide. You remember 5his is the
second in 5he series by Phil Schaenman and iS"s enormously
helpful in opening ~he doors of legislative suppor~ in ~he fire
community. Our modes5 series of community grands in support of
fire prevenDion education is continuing.
09r work against brand advertising restrictions has sharpened
~h'is year against ~he new a~acks from ~he cancer society.and %he
National ins~i%ute of Drug Abuse. Our antagonists assert tha~
brand advertising causes youngsters ~o smoke, and so our
Responsible Living project is our answer--a demonstration that we
want ~o help parents reach ~heir youngsters wi~h proper advice.
"Helping YouDh Decide" is in iDs Dhird prin~ing--130,O00 copies
delivered to parents in ~he pas~ five months. New promotions are
appearing. LegislaDive consu!Sants in Massac~use~Ds, Oregon,
Indiana and Texas are using ~he projec~ and ~he Des~imoniais

hasn't been mailed. We hi~ i5 5he firs% day when Sam Chilco~e
wired %he agency director seeking further consideraDion, and we
followed up with exhibits of our teen projecD and a summary of
5he li%erature about teen smoking motivation
advisory group members. We hope we've cooled ~heir ardor. Right
now I'm into a personal dialogue wi~h heads of 5he advertising
and publishing trade associations on ~he ~acDical hide we can
make together or separately. Those people are doubly sensitive
because of Dhe growing a~acE on beverage advertising.
Our coalition building has reached Ohe stage where nearly every
member of %he PR staff is involved, from speaking engagements %o
privaDe appointments 5o third party introductions. There inn'5
time for specifics in ~his brief report, but i can assure you we
are finding all kinds of groups from motorcycle drivers 50
Hispanics %o education authorities %0 airlines, not Do mention
Dhe more immediate family, with whom we have common issue i~ches
wai~ing %0 be scratched.
On ~he subject of media relations, we spoke
Communications Committee about our findings in a recenD opinion
survey of 5he people we call Dhe gatekeepers--Dhe reporDers and
ediDors who put our issues ~hrough %he public communica'bions
s!uiceways--and how Do exploit 5hose findings iu our
conversaDions wi~h Dhe media people. AzoDher main focus is our
~ar~e~ed proje=~ ~f acquain~ence an~ conversation wi~h
individuals in ~he media in 5he coun~ry's ~op markeDs. In ~he

curr~n~ publicity but for the sake of per~onai awareness.
Just a couple of miscellaneous items and then I'll sit down:
~e're ma~ing a serious effort to fine tune our "tobacco college"
• sessions which are so important to your public affairs people.
~e're idenDifying with Roper.and Tarrance some survey questions
to enable us 50 make an occasional news release. ~e're finishing
up a complete review cf our publications to streamline our
invenSory according to the needs of our field sSaff in this last
half of She eighties.
