DATE: December ll, 1979 SUBJECT: HEW Objectives in Preventing Disease/ Promoting 8ealth Attached are HEW plans for the smoking and health component of HEW's long range plans for disease prevention and health promotion. These plans grew our of a conference in Atlanta, and had been circulated to the participants for review and comment. When I learned of this, I requested a copy from the public affairs officer of the Public Health Service whom-I Know. As you can see From his note, we have an opportunity to comment--an option which should be studied. The section on smoking and health contains many of the same recommendations as Califano's battle plan. Most significant are the following economic and regulatory objectives: B"Establish laws in all 50 States encouraging nonsmoking in public places, and in work and dining areas~currently existing in 51 states)"; @"Label a11 cigarette packages and advertisements with improved health warnings, required "tar" and nicotine levels, and levels of major gases"; |"Reduce to below I0 mg the sales-weighted average "tar" content of cigarettes (currently 17 mg)"; |"Reduce the concentration of known carcinogens and carbon monoxide, hydrogen cyanide, nitrogen oxides, and acrole£n gases in proportion to the reduction in "tar" content.,, The first is particularly important to the issue of public smoking legislation and could be a factor in upcoming initiatives in California, Oregon, and Dade County. Paul Kotin, Senior VP of Johns-Manville, was a member of the Smoking and Health work group as was Jeffrey Harris, an MD-economist of MIT, who is, I believe, a ˘onsul~an~ ~o HE~ on ~he economic costs of smoking. ~CO~ENDATI ONS : 1. Our medical-sta~isxical group~and Shook, Hardy ~ Bacon~ analyse any health and statisxical aspects. ~2.
