This may sound silly, but it is real under the cigaret tvling. The F.T.G is taking a lot of liberty with Pts newest decree. It has gone too far and It must be curbed or life will become Intolerable in America. R0m50NIAN Lumberton, North Carolina June 25, 1964 CAPRIGIOUS LABELING "Cigarette smoking Is dangerous to health" - or other words to that effect - would be put on all ci• gsrette containers and packages next year under a Fedet'91 Trade Commission ruling. That represents gross discrimination, in view of the potential danger in other products for which no sueh label is required. Alcoholic beverages are the prime example. Automobiles are a less closely relat- ed example, yet in the 1900's this nation has lost more lives on the streets and highways than on battlefields. The new ruling, as North Carolinians in Congress were quick to point out, represents "an arrogant dis- play of administrative power that completely Ignores the legi0ative process," and might be set aside by the federal courts, the Congress, or the executive branch of government. Chairman Paul Rand Dixon of the >!"PC apparent:y wanted to take a slap at cigarettes what- twea' the consequences. Even Surg,:ow General Luther Tedry questioned FTC authority to issue such an or- der. aven crediting Dixon with doing what he thought was right, the order was unnecessary. For if there is any product the public has been Informed about ?- rP- cent years, it is cigarettes. Few literate adults could haYe escaped awareness of a controversy about ci- grtrettea and health. In the case of alcoholic beverages and automobilEs, it can be asauaned that virtually everybody knows it ia possible to drink too much or drive too carelessly. Persons below a legally-specified age are not allowed to buy liquor or drive a car. Also, there is a mini- mum age limit for purchasing cigarettes. Such a 13nd- tatioa reflects not only the legal opin`•on but also the poi,ular and general opinion that cigarettes are not entirely harmless to everybody. It is doubltful that the oldest person living can recall any time when smoking ever was regarded as entirely harmless to everybody of any age. Smoking has been attacked as Injurious to health or otherwise undesirable since it first was introduced to civilization. This is the age of hydrogen bombs and space flights, and scientists have been conducting re- eearch on cigarettes and amokirtg for years, yet the dsnger in smoking still Is a controversial subject. No sBcent break-ehrough In the realm of knowledge of thie iwb ject has occurred, to justify, the sudden adoption of tt "dimger" label. The ruling seems arbitrary and capricious. It tnay be kicked out. If it is allowed to remain, +he toa bacco Industry would have grounds to ask for label- iag o1 other products whose dangerous potentialities have bean more clearly demonstrated.
