Enclosed are copies of materials which may be
helpful in formulating a response to the Califano request.
At their requests we had previously sent copies of these
materials to Alex Holtzman and Ernie Pepples, and Ernie
suggested that the materials be sent to you and Max Crohn
as well. The materials I am enclosing are as follows:
(1) The statement of the Tobacco Institute
delivered' by Horace Kornegay re S. 3118 to
the Subcommittee on Health~ and Scientif ic
Research of the Committee on Human Resources,
U. S. Senate, last summer. Attached to the
Kornegay statement is a summary report of a
survey of student drug use in San Mateo
county, California;
(2) Some additional materials relating to the San~
Mateo county study;
(3) Some materials relating to an anti-smoking
program in San Diego, California. The report,-
which appeared in the San Diego, California,
Union on Febrtiary 15, 1979, explains why the
program was abandoned and is particularly
enlightening;
(4) Various new articles relating', to the use of
tobacco and marijuana by young people;

Representative Harlie 0~. Staggers in 1969,
which is published in the Cigarette Labelling

(7) Partial transcript, including Dr. Foege's
testimony and teenagers' testimony at the May
25, 1978 hearing on Deterring Childhood

with regard to women and smoking;
(22) "Women and Smoking," chapter from Smoking and
Health 1964-1979, The Continuing Controversy,
a TI publication dated January 10, 1979;

The National Institute of Education survey is not
yet available. However, a press release presenting raw data
only is enclosed (enclosure #6).
