February 1, 1980, was deferred in transmittal, I believe, ~rimarily because of problems in accounting and adjustments on Charlesgate West expenditures, involving a variety of institutional allocations and reallocations, correction of "double" rent payments on the facility, transfers and retransfers between grants, and related matters. As you know, this- is still an evolving concern that is somewhat confusing, at times, to us and is st;.ll in the process of they are maintained accurately in our accounting books on a daily basis. The statement of expenditures for the last quarter,'compiled in this at any time you desire, relative to the quarterly phase-out periods, as financial data to you from this office, we can transmit to you our expenditures February 5, 1980. As it pertains to any potential delays in transmitting I am writing in regard to your communication to Mr. Stanford of I personally can appreciate well your concern on not yet being reimbursed for expenditures generated by this program six months or more ago, as I and others in the program have at times had to wait equally as long (or longer) for out-of-pocket expenses, sometimes in significant magnitude, committed on behalf of the program and especially on maintenance of the off-campus facilities. I do not know why the industry checks are being sent piecemeal, so to speak, as in the past they usually arrived as one statement. It may reflect, perhaps, the considerable reluctance of some companies to support phase-out expenditures, under the circumstances, or may be due to other ~ reasons. In any event, I hope we can work togeth.er to improve these w difficulties, as well as resolve the questions of other outstanding .~ considerations, in the remaining period. Please let me know what I can V ~ to to help. ~ N I will bring these matters up with Mr. Stanford directly when next ~' I talk to him, in the hope of facilitating your, as well as our, reimbursements. Trying to maintain a phase-out program has been an extremely difficult task for us, and now that we are 600 or'more towards the end of it I hope everything possible canibe done to meet both our objectives and the industry's expectations, and complete these matters without compounding conflicts. .
