The administration of Harvard Afedical School has asked me to write each
of our staff a letter regarding the duration of each individual's
employment. As you'know, the Smoking and'Health Research Program will come
to an end at Harvard University as soon as possible but not 1iater than
June 30, 1980. The primary reason for this is that Harvard (or its potential
designee) cannot under the current support provide adequate facilities to
meet our research objectives defined under'the past agreement between the
University and the industry. The tobacco industry grantors have expressed
their desire to continue our support at our current level for the next
five years, but the University was unable to develop a proposal providing
adequate facilities for our future by a formula acceptable to the industry
sponsors. Because our Federal grants and contracts are dependent on continued
industry support for professional salaries and some equipment, thex also
must end on or before June 30, 1980,
The tobacco industry has indicated their support for a phase-out of
our research activities. It shoul&be emphasized that this does not
represent a commitment or an award to Harvar& or to anyone in the program
as individuals by the industry to sustain a research program~over the
phase-out period (April 1, 19'79-June 30, 1980), but rather an expression
on their part of good will to help participants in the program professionally
relocate elsewhere and to bring to a conclusion in a responsible manner the
work underway at the time the deciision not to go forward at Harvard was
reaehed. Our progress towards meeting our stated objectives relative to
this support, as well as our compliance with the communicated understanding
that makes this support available, will be reviewed and reassessed within
the next month or so. This potential support consists of three phases:
(1) Active Research Phase (April 1, 1979 October 31, 1'979): This phase,
which, ran coincident with the availability of the Charlesgate West facility,
is'now ended.
(2) ~faterials Processing and Data Analysis Phase (November 1, 1979-
;~larch 31, 1979): Priority will be placed on processing and analysis of
materials from the chronic inhalation studies, and the publication of
manuscripts relate&to work completed. No additional animall inhalation
studies will be undertaken; non-inhalation animal studies will be reduced
to an, absolute minimum, essential only to ccmpletion or enhancement.of
manuscripts then in preparation. Equipment for research will be available
through this period.

(3) Final Transition Phase (April 1, 1980-June 30, 1980): This period
Hill be used for completing the writing and publication of any remaining
manuscripts or reports, and the relocation of any remaining technical and
professional personnel to alternate positions. Disposition of industry
owned equipment will be implemented.
Thus, for the most part, our active or ongoing industry-sponsored
research must now, come to end, except for work now in progress to complete
projects that can be fully written up for publication. No new research will
be initiated.
Under these conditions, it is understoo6that your first priority is
to yourself and your continued employment other than in our program, and
you are encouraged to identify an alternate position that is in your own
best interest. We have identified support for your salary through June 30, 1980,
and we hope you will stay with our program until that time.
The Personnel Office at the Beth Israel Hospital will be happy to
work with you to find transfer opportunities and the Personnal Office
for the Harvard Medical Area has indicated its willingness to talk with
you if you wish~to seek employment at Harvard. Whether transfer!i within
the hospital or jobs at Harvard will be available is so.rnething that is
difficult to predict but we will all do our best to help you in any wax-
we can. ~
I amisorry that the right combination of understandings could not
be reached to continue the Smoking and Health Research Program at Harvard
University. It will be our intent to redevelop this program elsewhere.
If there is anything I can personally do to help you with your future under
these circumstances, please let me know.
