These studies confirm that Barclay delivers substantially more "tar" to the smoker than a conven- tionally filtered cigarette which measures 1 mg. of "tar" on the FTC's current cigarette testing machine. As I discussed with Wallace Snyder by telephone this afternoon, in order to expedite receipt of any comments which may be made by other cigarette manufac- turers, at the same time as we transmit this material to you we are also sending copies of this letter and the attached memorandum by air courier to counsel for
