On behalf of Philip Morris Incorporated, I am
transmitting three copies of a memorandum detailing
the results of the retained nicotine studies done by
the Philip Morris Research Center on the Barclay
cigarette. These studies confirm that Barclay delivers
substantially more "tar" to the smoker than a conven-
tionally filtered cigarette which measures 1 mg. of
"tar" on the FTC's current cigarette testing machine.
As I discussed with Wallace Snyder by telephone
this afternoon, in order to expedite receipt of any
comments which may be made by other cigarette manufac-
turers, at the same time as we transmit this material
to you we are also sending copies of this letter and
the attached memorandum by air courier to counsel for
