Our agency is aware of the effects of smoking on the fetus, and we would be very supportive of intervention effarts geared towards expectant mothers. Exposure to in-utero tobacco smoke increases the risk of the child being born with developmental disabilities, such as cerebral palsy or mental retardation. We therefore support your efforts towards bringing healthier babies into this world. A number of my staff are very familiar with the work of your agency and the American Cancer Society. Both agencies• smoking cessation and tobacco awareness programs have been proven very effective. Therefore, in my judgment, your agencies would be the ideal implementors of this program.
