NO-NICOTINE PRODUCT DEVELOPMENT PLAN I. Objective Evaluate alternative materials and configurations which will allow consumer-acceptable products to be developed with blend nicotine or smoke nicotine levels in keeping with Marketing objectives. II. Scope Scope of product development in 1989 will be affected by the goals of Marketing objective(s). While Project LNA is limited in scope, many of the ingredients and cigarette design parameters which may be used for a "no-nicotine" product can be evaluated within this project. Additional evaluation of leaf and ingredients will be needed for the more aggressive nicotine goals which might be envisioned. A vital part of the product development program will be development of consumer testing which will give assessment of the acceptability (both short- and long-term) of low/ no nicotine products. III. Product Development Plan - 1989 * Develop blends for NOW and VANTAGE LN products * Develop a "no-nicotine" product with acceptable smoking characteristics for consumer testing of the "no-nicotine" concept * Evaluate the smoking quality of low/no nicotine leaf and processed tobaccos from Agricultural Science and PT&D programs * Determine the applicability (smoke quality and nicotine yield) of other ingredients which might be used (list attached) to achieve very low nicotine yields * Determine the extent to which configuration can be used to further reduce nicotine yield (list attached) * With SED and MRD, develop testing methods to assess the acceptability of low/no nicotine products
