The Accommodation Program was an initiative established by the tobacco industry and is referenced extensively in Philip Morris documentation. The program investigated the technical requirements for the design and development of buildings to accommodate both smokers and nonsmokers. The industry asserted that indoor smoking disputes between smokers and nonsmokers were primarily resolved through ""common courtesy"" until health concerns became highly emotive. Industry Ventilation Task Forces were established to review indoor odour problems, ventilation/filtration issues. Courtesy of Choice program was established in Asia, Australia and Japan. The program was essentially established to counter likely government regulation of smoke-free venues, including workplaces.
