Council of Health Ministers which proposes a Cancer Action Programme to be instituted by the Commission. European members are aware of this action, which has been the sub~ect of correspondence from the Chairman, John Lepers. A binder is enclosed with all relevant documents and reports. At the request of the manufacturers, Infotab was asked to consider the implications for the Tobacco Industry of this E.E.C. initiative. A meeting was called at very short notice in Brussels, and representatives from B.A.T., Philip Morris, R.J. Reynolds and Rothmans attended. Apologies were received f~om Reemtsma and Imperial who were unfortunately not able to make the partlcular date, The meeting decided to recommend the following actions be considered by the European Manufacturers Associations. le That, with the exception 0£ a visit to Dr. Bennett, Director of Public Health and Safety by a small delegation from the manufacturers, all other activity to moderate ~he attack on tobacco should be in the hands of the European NMAs. 2° To assist with resource materinl, Infotab would supply: 2.1 a scientific critique of the various reports upon which the E.E.C. recon~endation is founded in the form of a three-page smmuary accompanied by an Annex with fuller details; C~ BATCo document for PFSFC 1 March 1999

General Concept It was agreed that the proposal and supporting papers contained many damaging statements about the effec~ on tobacco usage on consumers of cigarettes and that these should be challenged by p=ovidlng a paper contesting the allegations. It was suggested that this should be b:ought to the attention of Bealth Ministers In all States and placed before European politicians. Product Modification The report from the Connission to the Council of Ministers states "For those who find it dlfficult or impossible to give up smoking altc~etheE, e reduction in Tar levels of cigarettes might lessen their risk". This statement has other supporting comment in the accompanying con~it~ee reports. The trend towards regulating the Industry is already apparent in the U.X., Australia and Middle East countries, and needs to be ~eeisted. BATCo document for PFSFC 1 March 1999

It is a firm recommendation in the report from the Commisslon to the Council of Ministers. It is dealE with more emotively in supporting documents. In the main report from the Con~uission to the Council At is stated "But the risks of passive smoking a~e not yet properly known and further research into the effects of passive smoking is recon~ended'. This last statement is encouraging and makes it all the more necessary to circulate available material to discourage the need for regulation. Advertising Restrictions The ad hoc committee of experts state in the Annex to the Commission report to the Ministers "prohibition as soon as practicable of advertisements in any form of tobacco products". This call for the banning of advertising and promotion is now almost universal throughout the world and noodo ~ vigorouo defence. We need to advance the case for freedom to advertise ~sing existing argumentation and enlisting the support of other advertisers, agencies and media •through their trade associations. Taxation Taxation is included in the report and accompanying documents in three areaes (a) (b) Discontinuation of dissemination of cheap tobacco produc~s (e.g. low prices and tax free sales). Taxation of cigarettes proportional to tar yield of cigarettes. (c) Exclusion of tobacco products from cost of living indices of member states, All these proposed measures would have serious implications £OE the industry and require a considered ~esponse. The ¢omnlttee doeling with the economic contribution has available to them the widely circulated economic impact report on the 12. Full use will need to be made of the economic contribution to employment forward and backward llnkages agricultural sector taxation contributions. A~ricultura~ sector The European NMAs have excellent contacts with growers organieations through the woEk done by Agrotab. 2t will be vitally Lmportant to bring together repreeentatlvee of tobacco growing countries to persuade them to make representation on their own behalf to national governments. pqlltical lobbying The SteeEin9 Con~ittee will need to give advice to all committees on how the industry can best achieve its objective through political 1obbylng. This work needs to be done with directorates of the Commlssion and with selected members of the European Parliament.
