Handwritten note from J. H. Hager to Mr. Heimann discussing different methods of achieving higher nicotine at the same tar level. Suggests tobacco selection, the addition of "Compound W" (nicotine), different cigarette papers and the use of "reconstituted instead of stems (stems have a very low nicotine content)" as possible methods. Mentions Newport nicotine and menthol levels in the context of Philip Morris brands and contrasts levels with Sano, which has lower nicotine and higher tar.
